How it's free
The Wine engine is built from CodeWeavers' published GPL sources (the same code CrossOver ships), graphics come from Apple's free Game Porting Toolkit, and Steam rendering uses DXMT (LGPL). Nothing proprietary is redistributed. The one Apple file you need is downloaded from Apple directly, once.
